Does this include transferring spending authority from Congress to the White House?

Already done as far as I can tell. The President goes all over the Middle East passing out money, weapons and blood with out one peep heard from Congress on where/when the money was appropriated for that purpose. No budget for 4 years how would anyone know anything.
