She didn’t say “Entitlements are not handouts but they are earned,” she said “entitlements THAT are not handouts but they are earned.” Looking solely at the grammatical structure of the sentence, that’s a huge difference, as it limits the word “entitlements.” In context, she appears to be talking about Medicare and SSA - which are, judging from my paycheck, “earned.”
