That was my question. It was always proper etiquette to return an engagement ring when the engagement was broken off.

No, he is not entitled. It was a gift and is rightfully her property. Etiquette (not law) says that she gives it back if she ended the engagement. If he ended it, he not only has no legal right to get it back, she has zero moral or social obligation to return it.
This should be common sense.
