I found it rather surprising as well, but the same poll found that black women in that same age group went for Obama against Romney 98-1, so it seems well calibrated. I don't think conservatives should "pander to blacks". I do think that if there were an honest debate within the black community between conservatism and progressivism, conservatism would take a substantial percentage of the support. The trick is to find ways for that debate to occur.
A White person won’t be listened to, and most Blacks call conservative Blacks sellouts or Uncle Toms. I’m not a big fan of identity politics, but we’d be better off going for Hispanics and Asians. Both demographically and realistically.

Agreed. But that doesn’t mean we abandon the Black community at large.
When 92-98% of the voting Blacks vote “against” Conservatives/Republicans, one might get the sense we’re being renounced by the entirety of Black America. Might that perception elicit apathy and contempt? Sure, but is it the correct perception? I don’t think so.
There’s really no need to court a particular ethnicity, gender, age. The correct message of Liberty should and will suffice. Any jackwagon that refuses to embrace our Constitutional Liberties doesn’t deserve our time nor concern.
This is a unique time for Blacks in America, but they’re not making the best of it, and neither is the vast majority of the other Democrats.
