The shot in the hip keeps them from getting up but allows him to interrogate them -- something he might have learned from his years as security officer for the State Department.

That’s what I was thinking too. This is going to be an odd case.
Since the victims were only dead for two days before he was taken into custody, there may be a wealth of forensic evidence as to the timeline of the wounds.
