I think the FBI thought Broadwell-Kranz might be an Israeli spy, something that would have provided a foreign power with a LOT at stake with a looming Iran a LOT of influence over Petraeus’ actions.
I think the FBI can’t say that so instead they cook up this, “jealous woman” BS in order to explain away why they originallytook an interest in the Broadwell/Petraeus emails.
here are alliances and political pressures, and they just can’t say the real reason.

I agree with your theory that the story the FBI is giving the media about female friend of Petraeus’ was concerned about another woman is just a cooked up story to justify the FBI reading Petraeus’ emails! The FBI knew Petraeus was having an affair when he was given the job of the CIA Head because he needed to go through lie detection test and extensive background checks. FBI have been monitoring his emails etc. while Petraeus has been in this new CIA position. This information they gathered from the emails were to be used on him when it came time. I still have not come to a conclusion about Broadwell. Don’t know whether she is an Israeli spy, a plant from the Obama administration or just an affair. I do feel that Petraeus will not lie under oath though.
