I'm told that the county has a system where voters are handed 2 cards, because there are too many candidates and races and propositions to put on one card. It simply shows that the PDF spreadsheet is poorly explained, not that there was massive fraud. Don't let headline writers seeking attention make you hold a position that can't be defended.
My point being, investigate it first, then see if it is legit. There are counties in Ohio and Colorado with more votes that voters. All they had to do is match census data with registered voter data and vote for unlikely voters.
