The title is silly. There is nothing Romney can do FOR the economy by spending any money. For instance ; thorium- just change the regulations, eliminating many or most (and firing the associated bureaucrats charged with enforcing the dropped regulations) to favor thorium.
That is my point. We need to focus on cutting the budget, but we can still pursue a positive agenda without spending a lot of money or creating new bureaucracies. Small regulatory changes can have a large effect on the economy by opening up new markets, or allowing competition where there currently isn't any. This is not a "Romney's Solandra" thread, where I want him to waste money "investing" on things industry could do.
