I'm a photographer, As long as you are on public property and the thing or person you are photographing is visible, you can take all the photos you like. The only exception is using a long lens to invade privacy. Like seeing into someones home.The only possible gray area is crowd shots on a public street or area, where individuals are clearly identifiable, and the photo is used for commercial purposes.

It would boil down to if the person, in Public, in a crowd of other people had a reasonable expectation of privacy.
