Well, ok, it was a Frog who imagined it. But everyone knows Frogs are incompetent (except for wine and cheese). Frogs are complex. Krauts are organized! So, obviously, it was up to the Krauts to get it right. Right? How did it turn out?

Yes Otto can be credited with creating a welfare state in Germany, primarily to undercut the Social Democrats. He’s also considered to be the father of the civil service bureaucracy.
