I've read bits and pieces of this matter since the stories first started coming out. I've read alternate accounts referring to the image as a "freso" and as an "oil painting."
Buon fresco does not flake like the photo of the decaying image. In buon fresco, the pigments (usually in an aqueous binder) are mixed with the wet plaster and effectively become part of the wall...true fresco deteriorates only when the whole wall surface crumbles, and indeed, there are any number of frescoes still around from the Roman era.
Secco fresco is done by painting onto already dried plaster, and is far more likely to exhibit the type of flaking shown in this image. While it has nowhere near the permanence as buon, a secco fresco should be far easier to restore.
As I've written on another thread, depending on the type of media this lady used, this should be a (relatively) easy restoration to perform. Given the international exposure this has received, I'm confident there is some aspiring intern or apprentice at the Prado who is perfectly capable of making his or her bones in the restoration community by cleaning up this mess, and would probably be willing to do so for the cost of materials and possibly room and board, given the jump start it would give their career.
