Just wanted to know how many other retirees noticed the change.
Does anyone know what's going on?
Aren't their enough U.S. citizens qualified to do these jobs?

I have not seen foreigners guarding Shaw AFB, Fort Jackson, nor Charleston AFB in S.C. Nor have I seen foreigners guarding Eielson AFB nor Fort Wainwright in AK.
Where are you seeing this?

Not only that but the Russians are all over State Govt, Dept of Revenue(!) in MA. Granted it’s a Dem state but it’s horrible, they’re rude, lazy and spies in my opinion.

Maybe he’s out-sourcing national security.

Why are there so many Russians working at our State-Side Military Bases, in the Base Exchange, Commissary, and at the Base Gates as contractor guards, checking our I.D.s ? Has Obama sold us out to the Russians?
Haven't ran across any Russians working the gates. There have always been a few young Russian women working the exchange though (don't know how they breeched the Filipino mafia that pretty much controls every civilian job on any navy base). They've been there before Obama. Come to think of it, lots of Russian women working all over the place. Married to a Russian woman myself, I tend to notice them. And I've been noticing them since about 2005.

I don’t know about where you are, but there are tons of legal Russian immigrants working everywhere around here. My experience is they appreciate America more than a lot of native born folks.

From
Eagle of Liberty Russia, US start first joint anti-terror war games on American soil
Russia and the US are holding their first ever joint anti-terror military exercises on American territory. A group of Russian paratroopers has taken off to Fort Carson military base, located in the US state of Colorado.
A special unit of American land forces and a reconnaissance unit of Russian special forces will be taking part in the exercises. Russian paratroopers will first familiarize themselves with American small arms, military equipage, munitions, communication and reconnaissance equipment, parachute systems and types of landing operations.
In addition, Russian and American servicemen will have joint gun practice, mountain training and will take a course in demolition techniques. They will also have parachute training using American military equipment.
At the end of May the exercises will enter the active stage with combat training, in the course of which participants are supposed to find, seize and destroy a large base of international terrorists.
