It might not matter much, but National Review thinks that Romney confused his numbers. NR did calculations though to show that Romney is in the right area with 47%.
Apparently 47% is just the number of people who pay no net tax, meaning they don’t mail a check to the IRS on April 15th. But that could include hard-working people who just had too much tax taken out of their pay checks during the year.
NR includes quotes from a professor saying 40%+ is correct.
Well, remember that a lot of folks who get a refund check because too much was taken out don't get ALL that they paid back. They may get a refund, but they still paid an effective tax rate.
