Count on it. Also, a Commissioner of "Police" and "Health" Inspector. I spent many years in places like that. The Africans learned from their colonial period how to make a fortune from govt. bureaucracy. Everybody on that sh*t encrusted rock pile pays up or makes the long swim.

When they settled there in 1991, it was covered with weeds and infested with birds and snakes.[15] Joseph Nsubuga, a Ugandan fisherman, says he settled on Migingo in 2004, when all he found on the island was an abandoned house.
