SHe gets child support but is no where near what the military regs say she should get.
The military don’t set child support. That is set by the state. The military sets the limits on how much child support can be taken out.
You have to file in the state that you are in not the state you want to live in.
Depending on if they lived on base or off would determine if he could actually “kick them out”. Even if they lived off post there are still resources that she had available that would have prevented her from sleeping in her car.
