The Spartanburg County Sheriff's Office announced Thursday that it would not be pursuing disciplinary action against a deputy who fatally shot a tethered dog earlier this week.
Richard Woodruff was inside his Spartanburg, S.C. home Monday morning when he heard barking followed by a gunshot. The man rushed outside to check on his 8-year-old shepherd mix, Diamond, who had been playing out front while tethered to the porch railing.
"I ran outside and I see this guy standing over my dog holding a gun," Woodruff told Channel 7 news. "'I said, 'Why did you shoot my dog?' And his response to me was, 'Sir, she tried to bite me.' I said, 'She tried to bite you? She can't go any further to get you!'"
According to Woodruff, the dog was at the limit of her tether and could not advance any further when she was shot by plain-clothed deputy Eric Boutin. "All he had to do was take a couple of steps back and she could not have bitten him," Woodruff said in the Channel 7 interview.
Woodruff also pointed out the "Beware of Dog" sign attached to an oak tree on his lawn. The man states that the deputy parked his car in front of the sign and then walked right past it.

If that's the case then he should send his officers down to the Human Society, the APA, and all the animal shelters in the county, take some preemptive action, and shoot all the dogs. That will further reduce the risk of being bitten by a dog.
I wonder how many dobes I need on hand to subdue these pet murderers? I would think 3 should be able to stop one lunatic gunman.
“There are several get out of jail free responses by government officials.
For cops, one of them is: It was for my own safety.
Kind of like the South Park hunters and thier ‘It was coming right at me’.
The sign I have posted at my gate says; IF YOU DO NOT HAVE A PERSONAL INVITATION FROM THE PROPERTY OWNER.
IF YOU DO NOT HAVE A SIGNED, VALID WARRANT.
IF YOU ONLY THINK YOU HAVE THE RIGHT ADDRESS.
TURN AROUND AND GET OUT NOW.
IF YOU SHOOT MY DOGS OR LIVESTOCK; I WILL SHOOT, YOU AND I SHOOT TO KILL.
Don’t care what the law says any more. I am to tired to run, to poor to go to court, and to old to take a beating so I will shoot the offender and go to prison.
Better health care than I have had in my entire life, 3 meals a day that I don’t have to prepare, and at my age probably a job in the prison library. A lot of days it just don’t sound to bad.

But, of course. Who really thinks cops have to follow the same rules as us? They are better than us. I have actually had them tell me that.
Tethering isn't a good way to get a dog to play. It usually makes them mean and territorial instead.
That's how they felt at Ruby Ridge.
And I'd acquit you if I was on the jury.
Classic mistake, assuming that a cop can read.
Of course he does. All animals are equal, 'cept for the pigs in control (Animal Farm).
Lasso jumped a fence, enter the property w/o a warrent or exegent circumstances and his supervisor ordered him to taze the dogs before Hitcho fired.
We had some newly reassigned (they bid for the route) carriers who refused to deliver the mail 'cause the dog's tether stopped a dozen yards from the box.
My dog is on a two axis, overhead tether arrangement that gives her a range that almost covers the full extent of the back yard. She's quite well adjusted, thought the squirrels tend to stay just out of range. We can easily play retrieve (a ball or any of her favorite sticks pulled from the kindling piles) when she is "on the hook".
*sshole with a uniform and a room temperature IQ.
He should be forcefully encouraged to seek other employment; i.e., fired.
Did you build it or buy it somewhere? That's not usually what is meant by tethering.
The four corners are attached quite high up into big trees in the "hedgerow" between the adjacent yards. There are one each pulley on the two cross yard cables that suspend a front to back cable that has a pulley running on it that holds the helically coiled drop cable. Ther's a lot of degrees of freedom so the dog is not abruptly stopped at the margins of system travel.
