I think it says:
The poor have sometime (sic) [objected] to being governed badly; the Rich have [objected] to being [governed] at all.
The words in brackets are inserted for clarity, to clean up the “stupid”.

The poor have sometimes objected to being governed badly; the rich have objected to being governed at all. Its attributed to GK Chesterton but I don't know if its accurate.
My own translation of the sign is that the rich are apparently smarter than most of the poor.
