The Russians STILL have trouble providing enough toilet paper for all it's own population more than twenty years after the fall of their Communist Government.

You couldn't be more right about that. I was in St. Petersburg in 1996 and I quickly learned to carry a roll of TP wherever I went. Public bathrooms typically had no toilet paper or, at best, an old lady doling out a couple sheets at the door to the restroom. In one bathroom in a museum, a user, obviously in an act of desperation, had used the wall.

Same in Mexico, except you had to pay for the sheets and there was an armed guard there to make sure you paid!
