Note, as an aside, that that poster continues the pattern of illustrations of early automobiles - they frequently drove on unpaved roads.
Henry Ford developed the means to mass-produce automobiles.
Then, some time later, governments started paving roads.
Government did not, as The Won asserts, start paving roads to make it possible for someone to start mass-producing automobiles.
