Okay, I didn't mean by chronology, I meant that Tom Baker was the first actor to fully realize the characters potential.
The first three were okay, but I think Tom Baker's was and is still the best (even with the crummy 70s special effects).
When I was dating my wife, my mother made us each a Tom Baker scarf about 18 feet long. Those were the greatest things during winter!
