What right does the NCAA have to impose the fine?

The NCAA has several morality clauses in its bylaws which clearly entitle the organization to ban Pedo State outright. They offered a compromise which allowed Pedo State to A: keep playing, without subjecting itself to opening the records and staff access to yet another investigation followed (in the probable estimation of those who were in charge at the time the deal was offered) by a lengthy suspension from NCAA athletics period along with public revelation of additional dirt turned up by the new investigation. The NAMBLAny Lions got the lightest sanctions possible for them. Rhythmic Slappy Valley ain't gonna just waltz away from decades of homosexual child rape.
