STATE COLLEGE, Pa. -- Backup Penn State safety Tim Buckley has become the first player to transfer from Penn State in the wake of NCAA sanctions, while the future of a more prominent player, star tailback Silas Redd, remains in question.

My understanding (and MAN have I been wrong before) is that the kids have a full year to leave without penalty, so conceivably, a RFR or Soph could play this year and transfer to another program in the 2013 recruiting season.
But again, I don't know that. If someone could clarify, that’d be great.

Good luck Tim! He’s from Raleigh, so this makes sense for him.
Tim was a preferred walk-on that Joe wouldn’t allow to transfer last year. He probably wanted to offer him a ship this year.
I think he was a Rivals 3 star player, so NCSU is getting a good one.

Once they participate in practice or a game, they can’t transfer until the next year.
Then it all starts over for Penn State. Every year until the sanctions stop.

Tim was a preferred walk-on that Joe wouldnt allow to transfer last year. He probably wanted to offer him a ship this year.I didn't think coaches were allowed to offer ships to players. A rowboat maybe, but not a ship.
