Shouldn’t have outlawed them, because to courts that sounds like religious persecution.
Instead they should have required them to be licensed, to include all sorts of regulations, such as limiting how much they can charge, posted disclaimer signs that this is for “entertainment purposes only”, and strict zoning requirements for fire safety, parking, hours, and limits to where they can set up in proximity to schools, liquor stores, etc.
The typical fortuneteller would take one look at that and keep moving to the next town.

Bad news. Being able to legally combat these fraudsters is a potent weapon in any town’s arsenal in the fight to stop the slide into decay.

They’re almost, but not quite as bad, as “medical” marijuana dispensaries for destroying perfectly nice business districts and generally wreaking havoc.
