It is probably a dog that fell off of a boat and was in the water a for a while. One time I saw a city worker retrieve a dead cat at the beach in San Diego. It was bloated to the size of a pig and did not look anything like a cat. The fish had eaten a lot of the meat starting at the extremites. The city worker knew what it was because he had picked them up before. Now I will go eat my lunch.
