He came to a simple conclusion.

Two months later Fritz Todt died in a plane crash.

I still believe the only two people that knew about Rudolf Hess’s mission to the UK were Hess and Hitler. Hess was completely devoted to Hitler. Of all of the prominent Nazis, if Hitler told him to go to Britain, but if he failed, Hitler would deny any involvement and would condemn him, Hess would still be willing to do it.
