Initially, I would have thought so. Until the students rioted in support of Paterno. Then it became obvious that something was really wrong with the school itself.
Where does the NCAA get its jurisdiction and power?
It is a voluntary organization, and its members agree to abide by its rules and decisions regarding membership and membership qualifications. PSU is free to withdraw from the NCAA if it wants.

Again, the school community itself appears to be a major enabler. People actually thought there should still be a statue of Paterno on campus, for goodness' sake.
