Sounds like he indeed was connected with military intelligence.... and somehow avoided the increasing paper trail as time went on.
(but how to exist without a birth certificate or ID, by 1998 you needed it for MANY things....... )

It is almost like having no paper trail ending up in the White House. It could never happen.
