Among other things, the Governors Council is tasked with vetting the governors judicial nominees and appointees to the state parole board. Today, the primary function of the Governors Council is to review judicial nominations. Many recent judicial nomination hearings have made headlines for their contentious nature and close votes.
Vetting, not selecting, according to this website.
Rick Santorum on the process:

Mr. Romney nominated 36 judges while governor, just nine of whom were Republicans. What he says of this record today is that the Massachusetts Governor's Council had to confirm the nominees, and the members of the council were all Democrats. So his answer was to nominate persons palatable to Democrats.
But this all-Democratic Governor's Council is effectively no different from the U.S. Senate.
You post nonsense.
The U.S. Senate is not all-Democratic, and after the election it might not even be majority-Democratic.
Why don't you ever post anything that is not crazy and false?
It's like you are doing so on purpose.
Are you?
No, it is effectively very different from the U.S. Senate. It is an overwhelmingly Democrat body in an overwhelmingly Democrat state. In contrast, the Senate is split, and the GOP may have a majority, and voters likewise are split. Historically, the President tend to get most of their judicial nominees.
