Taxes can't be adjudicated until someone has actually paid and been harmed by said tax.

Hope everyone who has employer paid health insurance is ready to be dumped into government run exchange. Single payer here we come!

As a tax and when the tax is actually starting to be collected, from what I understand. In other words, 2014.
