Pelosi has every right to believe as she does.
If the Court upholds PPACA, it will be in character with a long line of anti constitutional precedent going back to 1937. The courts run, to a great degree, on precedent. The Court’s view of the Constitution is different from ours.
The Court sees the Constitution as Torah, with the sum of its decisions as Talmud and Mishnah. Or, if you prefer, the Constitution as Gospel and its decisions as Acts + Epistles + Holy Tradition.
Either way, the Court only rules out powers of the People and the States, never the Federal government and especially not the entirely unconstitutional and illegitimate Fourth Branch.
PPCA creates the largest and most powerful Fourth Branch entity in history - and since parts of it are (allegedly) not subject to repeal or modification by future Congresses, you might almost call the IPAB and other like structures a Fifth Branch.
It will be easy for the Court to uphold PPACA, given everything which has gone before, and very hard to overturn it.
No she doesn’t. She took an oath to uphold the Constitution.
