I’m no fan of Ford, but I think it was Carter who granted amnesty to the draft dodgers who went to Canada.
Ford started the ball rolling and Clinton made it one of his first signings when he took over.
If I remember correctly he brought up the idea during a debate and started pushing it, writing legislature and WJC signed it into law....probably figured between the bums and their families it would push him over the top.
