I’ve never paid for a windows OS disc and was never refused one. I wouldn’t buy a computer without one. If you’re buying from a retailer it is a different matter, you probably won’t get one at Best Buy or Wally World. When buying direct all you do is tell them no disc no sale. There is also no charge as MS requires an OS disc as part of licensing

No, that's fine, and I'm a "must have an OS disk" kind of guy, myself. Your last sentence, though, highlighted above, is not accurate. There is no requirement to provide a disk with every system. There hasn't been such a requirement for a long time now. Still, to your larger point, if you're ordering direct from a Dell or Asus or HP, if you say "OS disk included or no sale", of course they will throw it in (just know that normally there is a price associated with that since the OS is preloaded onto a disk partition by everyone now).
