Why, hell! The umpire doesn’t even have to call a ball even if it’s totally off the plate. He can call it a strike. But if the runner from third misses the plate by that much, the umpire will call him out.

Head coach wears little boy clothes (what other sport does that?)
Can hit foul balls all day and still have an “at bat.”
Ball doesn’t have to be over the plate any more.
2nd Baseman doesn’t have to touch the bag on a double play.
Players cannot re-enter the game if taken out once.
Pitchers pulled in from the bull pen get 7 or 8 new pitches, even if they’ve pitched out there all night.
Coaches count pitches and usually yank out a starter if he’s anywhere near 100 pitches no matter how well the pitcher’s doing.
Coaches will not put in his best pitcher to close a game.
Wooden bats.
Even though a batter stands there and watches a pitch go by, he can still step out of the box and spend a lot of time realigning his gloves, hat, and pants, even though he didn’t swing and nothing on him moved.

I think it is the manager in baseball. But you do have the clothes part right.
Hey, wooden bats are just fine. They just make the barrels too thin these days, IMO. Waste of time and wood.
