As far as dancing on the bar, size matters, both structurally and in the event someone falls--heavier people are harder to catch without injury to the catcher and the catchee. Weight/size limits can be a safety issue.
Otherwise, there would be no carseat laws or height limits on carnival rides.
Bottom line, though, it is a private establishment and they have the right to decide who can dance on their bar, if anyone.
