I'm not buying it.
Without a chamber or barrel to develop pressure, the bullet wouldn't have enough velocity to penetrate his shoulder.

That is absolutely correct since all parts of the round have equal pressure in all directions. I once walked up on a pair of low IQ kids that were smashing .22’s between two bricks just in time to get struck with the bullet in my knee. It hurt, but didn't penetrate.

Agreed. Depending on the load either the primers blow or the brass flies across the room.
In addition, here you see brass rupture from the older Glocks with unsupported chambers.
