I don’t understand. I thought the Board of Supervisors had made it illegal in the City and County of SF to include toys with kids’ meals.
So why would CSPI be suing to make it illegal?

San Francisco made it illegal to include toys in a Happy Meal. (
McDonald's got around that law by selling a toy if you buy a Happy Meal)
This was a suit to bar toys with Happy Meals, state-wide.

My understanding of this was that they made it illegal for McD to "give away" the toys with the meal. McD got around that by charging an extra minimal charge (not sure if it was 1 or 10 cents) for the toy with the meal.
