There is no such thing as a person who "looks Hispanic." It's just a media and leftist stereotype. Nor is there any such thing as "people of color," since all humans, except albinos, have melanin in their skin to some extent or another; the proper term (reading into the mind of the ignorant who use it) is "non-whites" or "non-Caucasians." Hispanics (defined as people whose native or ancestral language is Spanish, but sometimes extended to people whose native or ancestral language is Portuguese) can be white, black, American Indian, or even Oriental looking, or any possible combination of these. The populations of Spanish-speaking countries are generally very diverse racially, and yes, there is racial tension among the various groups in those countries.
