This woman, like so many who have limited experience with animals, thinks of animals as little people. Unfortunately for her, they aren’t. What she did was perceived by the dog as an attempted dominance display, and the dog wasn’t about to become a beta male (or female)to someone outside his or her pack (where, presumably, the owner is the alpha). People who know dogs understand that what she did was very dangerous. When you consider that the dog was a Dogo Argentino, she is very lucky that the injury wasn’t far worse.
Either way I am glad she was not injured more seriously, lesson learned the hard way.

All very good points, but I would add that you also shouldn’t go up to “little people” strangers and kiss them on the first meeting, either. Oh well, I suppose she learned a lesson that day that she will remember.
I just wish the owner had given this woman some warning/advice when he saw her get on the ground and right up in the dog’s face. It’s a shame.. Hard lesson to learn.
