He was serving his time helping out at the shelter. I’m guessing he wasn’t much of a threat to others or to fleeing. Perhaps this was his first arrest. From a search:

He got into a fist fight near the Wildwood Boardwalk last year with two strangers who made fun of his size....
Yikes!
Note to self. When you see a 6’2” 400 pound guy - do NOT, repeat DO NOT make fun of how big he is!
