I’m a Newt fan too, Cindy.
What is an issue, however, is money. Heard his coffers are running dry and the big contributor, Adelson, has cut him off.

Newt has to proceed as though he is the front runner..and do well in the next debate.
But behind the scenes, it will remain to see if he can get some big donors to support him.
$50 contributions won’t cut it this time.

Santorum is on the ballot in TN but has no delegates running. Gingrich has a full slate statewide and in my CD. This is from 2008 but it's still not clear.

A couple of things from http://www.tennesseerader.com/republican/bylaws/TRP%20Bylaws.pdf:

Section 3. The official campaign of each Presidential candidate earning Delegate and Alternate positions shall offer Alternate positions to those persons who unsuccessfully sought election to be Delegates, having already met the approval of that Presidential campaign. Each such Delegate candidate shall be offered the right of first refusal to a position as an Alternate to a seat for which he was a candidate, in descending order based on the popular vote count. If all of the positions for a candidate's Alternates are not filled from among such candidates for Delegate, the Presidential campaign shall then choose any bona fide Republican as such Alternate.

Strangely there is no similar statement for filling original delegate slots if there are none to be drawn from in the primary. There is also this from Section 8:

If any provision of this Rule causes a mathematically impossible result, the Executive Committee is hereby authorized to modify the provision so that a mathematically possible result occurs.

Which tells me that the Executive Committee would *not* be bound to appoint Santorum delegates if Santorum wins the primary.
