For what it’s worth, Newt Gingrich makes a habit of using a peroration at the end of a typical speech.
He speaks as though he were delivering a paper, with opening paragraphs outlining his topic, and a summing up at the end to recapitulate and re-emphasize.
Perhaps he could have no greater aspiration than to be known as America’s Speaker.

Ron Paul’s speech was verbose and hard to follow but he seemed to indicate that the country was deficient in election spoilers and that our Perot ration needed to be increased.
