That's only if you are knee deep in debt. If you are scalp deep in debt (national debt = yearly GDP), then you must spend 40% more than you make to stimulate your way to wealth.

But, but, just think of the hundreds of employed bureaucrats it took to write and approve this. The meetings, the conferences. Flying coast to coast to get opinions. Power Breakfasts; Power Lunches; Power Dinners, etc. Stimulating the economy by spending 20 million to get this approved and published. /sarc
