The Chinese deal will be for the Chinese to build (and pay for) a pipeline to the Pacific and the port facilities to ship the oil in Chinese ships. It will be for more than the 700,000 barrels/day that was going to be the Keystone deal. Obama will have all of the Alberta oil locked up tight by the ChiComs. Obama is a chump as are the idiots who voted for him.
Enbridge is building the Northern Gateway . This has been in the works from , at least, 2008 . It’s not something new dreamed up to replace TransCanada’s Keystone and Harper is just doing what he would be doing , regardless of Obama’s dithering .
