Hmmm . . . I seem to recall similar statistics about porn on the international level applying to Muslim countries. Must be something about polygamist heresies started by self-proclaimed prophets who claim to have been given new scriptures by angels.
It could be that this is reflective of tougher inforcement as opposed to a higher overall rate of incidence.
As an example that is somewhat comparable, I know my home state is derided as some sort of hotbed of political corruption of late, because an unusual number of politicians, sheriffs, etcetera are under indictment or serving time. NC isn’t anywhere near Nevada, Illinois or Louisiana in this regard, though.
Or, it could be that there actually is a higher rate of incidence due to some unique aspect of the state of Utah. Just thought I’d point that out in the interest of fairness.
They do look pretty gay there.
Doesn’t GAY UTAH have the top two or three top divorce rate in the nation among all states?
I had an occasion to visit Minneapolis in the early 80’s for a company school. You couldn’t take your kids to a public park without seeing men swapping spit all over the place. This was back in the 80’s, what might it be like now? And SLC is worse!
Are those “gay rape” stats?

California liberals flood over the borders like a horde of locusts to make all western states into its own image. They decide an area doesn’t have enough crime, the citizens are happy, and is low on social and economic problems, and that must be stopped at all costs.
I think it's a combination of both. At least I know they tend to keep sex offenders longer in jail than most/many states.
Sex exploitation crimes like underage "brides" and bigamy have been in Utah a LONGGGGGG time!
(It didn't need "California liberals" on board to set a low standard there!)

For every 3 young women in the Utah Mormon churches, there's only 2 young men.

The Mormon church is no longer an "adhesive" for young men, who are beginning to leave it in droves.
Several years ago, the Mormon church was up to 60,000 missionaries. For the last several years, it has hovered around 52,000.
More young men have access to the Internet -- for better (discover the truth about Mormonism) and for worse (porn, etc.)
