So Romney must use all of Obama’s reelection tactics to prove your contention that he won’t run on his record as governor, just like Obama won’t run on his record as president?

Answer: no.

The exception that you provided does not undo the fact that neither wants to run on their record.

Romney has been avoding his record at all costs, and focusing attacks on others. Just like Obama.
