Agreed, however, this is possibly in an “urban” type setting. It’s possible this man packs in case he runs into HUMAN troublemakers. Not saying they couldn’t do with just mace also, but humans might keep “going for it” and need to be shot through.
I’m sure someone will suggest he wear several types of weapons and be well-adapted to grabbing all of them as appropriate.
