Had Ted the swimmer not acanceled the enforcement provisions in the 1986 law, the solution would have arrived and our broder would not have remained open all these years. But then you knew that but it didnt fit the pruposed deceit youre so fond of. That is Reagan's fault. How do you accept a bill that can be so easily thwarted by a single Senator? But that wasn't all - the automatic provisions for employer sanctions were STRIPPED from the Senate version - and he signed it anyway!
