Hansen is not alone. You find an SES or PES level executive somewhere in any federal agency you may well have run across someone who thinks he has "drawing rights" over and above the law.

When caught the agencies usually fire them but don't have them prosecuted. The thought is that would embarrass the agency and its mission.
