Where did you get that from? Not only are they harmed, they are much more likely to harm others, i.e. become perps themselves. In fact, you could argue that boys of this age are harmed even more than girls as girls are usually more mature at 14 than a 14 year old boy.

Rape is rape and I don't know of any rape laws that differentiate according to the gender of the rapist or victim.
