Well, Perry's proposal doesn't require another constitutional amendment because it's is a simple flat tax on income - the well-conceived product of advise from a primer economic mind, Steve Forbes.

A sales tax would seem to have a lot going for it but of course not without getting rid of the 16th Amendment, which would be a fairly miraculous achievement.
